Excision vs Biopsy

could someone help me to understand if this procedure is an excision 11420 or a biopsy 11100. I feel that it is a biopsy as it says a specimen was obtained a co worker says excision, can someone explain to me how to determine the difference.
BIOPSY:
Potential risks of procedure reviewed, including but not limited to pain, bleeding, infection, scarring, recurrence of lesion, and need for additional treatment. Patient expresses understanding of risks of procedure.

Pre-op diagnosis: soft tissue lesions
Location: sub 3rd metatarsal head, Right foot
The area was prepped with alcohol and Betadine solution, and anesthetized with lidocaine 1% solution
A specimen was obtained using a: 15 blade
The specimen was sent for pathologic examination.
Hemostasis achieved with: pressure

The wound was bandaged, and written post-procedure instructions were reviewed and given to the patient.
Patient tolerated the procedure well with no immediate complications and minimal blood loss.
Patient will be notified of biopsy results, and follow-up planned accordingly.
