HIPAA – Health Insurance Portability and Accountability Act on Medical Transcription

Established in the year 1996, the HIPAA is an act that proposed and did set up a few regulations and laws to defend the privacy of an individual’s medical records. Initiated by the Department of Health and Human Services, the act controls and makes it illegal to distribute and transmittal of a patient’s private information with regard to his medical history.

To whom does the HIPAA Regulations Apply to?

The HIPAA has been design to have a wide application and a terrible reach to all sorts of people and firms. It was mandatory that the MT services create an action plan beforehand, follow it up and review the same such that it obeyed the act and did nothing to deviate from it.

In What Way does Independent Medical Transcriptionists get affected by HIPAA?

The main clause elaborated prohibition of any form of distribution of a patient’s healthcare information in any format that is available. If at all a necessary transfer of information was required, elaborate conditions were chalked out which had to be satisfied before transferring information.

The general rules stated that any information that revealed patients name, age or personal data, that will aid the identification of the individual, should not be given out or distributed through health records in any form (oral, paper or electronic).

To follow the rules strictly, the Covered Entities had to follow certain rules and steps that ensure protection of information. They are:

• Elaborate information, preferably written should be given to patients as to how safe their personal information is and if at all it needed distribution or disclosure, to who is will be done so etc.
• The individual must sketch out a written consent allowing the firm to maintain and process his/her personal information.
• Covered Entities should take all steps to preserve the information of the patients.
• Information should be shared to Business Associated only after providing with the necessary written assurances about how well the data will be protected.
• A separate individual must be employed to oversee the entire process and to keep a check on any sort of privacy measures being disrupted or covered. He/she should be available for receiving feedbacks from the customers and complaints regarding the same.
• Proper training should be given to all employees to cover up all the privacy policies and stick to the Acts rules and regulations.
• Technical, administrative and physical aid should be imparted to give maximum security to the data.

The Indian rupee has steadily increased in value vis-à-vis the US dollar over the last five years. The dollar, which was worth almost 48 Indian rupees five years ago, is now worth less than 40. The question is whether this appreciation in the value of the rupee has made outsourcing unattractive for businesses wanting to cut costs.

One of the industries outsourced to India from the USA in order to cut costs is medical transcription. The outsourcing saga was driven by a lot of factors:

• High labor costs in the USA – the average annual wage for a US medical transcriptionist is about $ 30,000 (www.bls.gov) while that of an Indian medical transcriptionist is about one-fourth that amount.

Medical Transcription Courses – What Is A Short Course For Training As A Medical Transcriptionist?

Who wants to spend months training as a medical transcriptionist when it can be done more quickly? Isn’t it better to get your career moving than it is to spend month after month in a medical transcription course? Surely there’s a short course for training as a medical transcriptionist.

That depends. What do you mean by short and how much do you value the skills you need to learn? Do you really care about getting the skills to be a productive transcriptionist after you graduate?

There are courses that claim you can learn the skills you need in a fairly short time, eight weeks or so. I don’t trust them. I know how difficult medical transcription is, and that it’s much more than just typing up what the doctor says. With everything you need to learn and the transcription skills you need to build, eight weeks isn’t going to be enough.

If you want a short medical transcription course, go for a self paced program. If you can really learn it all quickly, a self paced course will give you that chance. When you find out how challenging some of the work it, you can take the time you need to learn those skills.

In a good quality self paced medical transcriptionist course, four months is pretty fast. That usually requires the ability to treat your training as a full time job. Great practice for your eventual job after graduation, of course. Just don’t be surprised if it takes longer. Nine months of training is very common.

There’s a lot to learn in any medical transcription course. You have to learn anatomy, physiology, disease processes, drug names and uses, medical report formatting and more. You have to learn how to transcribe, which isn’t as easy as it may sound. You have to learn to deal with the different styles of dictation doctors may throw at you, plus a wide variety of accents. It’s not always the strong accents that are the most difficult either. My least favorite doctor to transcribe for did not have a strong accent. She merely spoke so quickly that she was unusually difficult to understand, running her words together so much that slowing the recording was of very limited benefit. That’s something you have to learn to deal with.

A good course will include many hours of practice dictation from real doctors for you to transcribe. That’s the only way you can build up your skills, and it takes a lot of time. There are no shortcuts for this. The heavy practice will teach you to take what you’re hearing and type it up accurately and quickly.

Without all this practice, you probably won’t do so well in your career. Those employers willing to consider new graduates still test their skills before hiring them, and if you can’t pass the test you can’t get a job. If you go for too short a course, you may not have the skills necessary to pass that test, and your job hunt will take more time than it would have taken you to finish a more challenging training course. If you land a job and it pays on production you may also find that you aren’t earning enough because you didn’t get the transcription speed you need because you didn’t do enough during your training. It can make your pay rate too low to be worth the trouble.

As with many other things in life, what sounds like a shortcut may make things more challenging, not less. Take a course because it will train you properly for the job, not because they say you’ll be done fast. It will pay off later.

You need training to get a job as a medical transcriptionist. It doesn’t take long to find that out. But then things get confusing. You hear schools talk about the certificate you get upon completing their medical transcription course. Others offer a diploma. Then there are jobs that want a Certified Medical Transcriptionist. What do all these terms mean?

The first thing you need to understand is that completing a medical transcriptionist training course does not make you a Certified Medical Transcriptionist (CMT), even if it gives you a certificate for completing the course. That’s simply impossible. You have to have at least two years of acute care medical transcription experience or equivalent before you can take the test to become a CMT through AHDI. That’s the only way to gain that certification.

When a school says you get a certificate of completion for your training, that’s all it is. Nothing at all to do with becoming a Certified Medical Transcriptionist.

A medical transcriptionist diploma is another way of saying you’ve completed the course of study. Those employers who are willing to consider freshly trained graduates will want to know that you’ve finished your training, no matter what the school offers you upon completion.

Don’t worry about not being able to get a CMT designation immediately after graduation. For most job openings in medical transcription, it really doesn’t matter. A CMT gets paid extra in some positions, but it’s not a requirement for employment in the industry. Otherwise, how could you get the two years of experience required to test for that designation in the first place?

It amazes me how often people get confused about these things. I see people complaining on forums that they’re a Certified Medical Transcriptionist, but they can’t find any jobs to get experience. That’s how common it is for people new to this industry to be confused by the terminology used by schools. You cannot become a CMT when you have no experience. You can get a certificate saying you’ve completed your studies, but that comes only from the school you studied with, not from the AHDI, which handles the testing and certification necessary to get the legitimate CMT title.

Don’t worry so much about what your school calls it when you graduate. It’s better to be concerned with how well you’ll be trained so that you can find a job after graduation. Certificate, diploma, whatever, it just needs to mean that you can do the work you spent months training to do.
