2019 Version 22 and Version 23 HCC list

In reviewing the ICD 10 mappings for 2019, I see that they show both Version 22 and Version 23 listed together.

In the call letter they state: we will blend 75% of the risk score calculated with the 2017 CMS-HCC model, using diagnoses from RAPS and FFS, summed with 25% of the risk score calculated with the updated CMS-HCC model without count variables, using diagnoses from encounter data, RAPS inpatient records and FFS.

Does this mean for 2019 we are to utilize diagnoses from both V22 and V23 simultaneously and that only 25% of the risk score will come from V23 for now?

If I am incorrect, can you please advise on why both Version 22 and Version 23 are listed together for 2019?
