Oncology Drug Question

Drug given by 2 different Routes at 2 different times on the same day. 5Fu is given IVP and continuous infusion (pump for home x 24hr to 7 days) on the same date of service. The drug is billed per 500mg. The dose for the IVP is 700mg (2 billed units) and 5200mg (11 billed units) for CI for a total of 13 billed units. The total dose is 5900mg or 12 billed units. These are 2 separate dispensing transaction with 2 different routes of administration. Our MAC requires the units to be combined on one line. Do we bill 13 units or 12 and why? I need supporting documentation please.
