Propofol Billing Question

I have a client that is joining us and they do not bill propofol.

They are an Anesthesia group that bills for procedures done in the gastroenterologists office, he is the one that purchases the propofol. This doctor does not bill the propofol either.

My question is, is it allowed for the Anesthesiologist to bill for the propofol? Would it depend on the contract they have with the Gastroenterologist?
