What ICD-10 Codes for Nicotine Dependence have 2019 HCC value? Nicotine Dependence is listed in the label for HCC 203 but none shows an HCC value in my 2019 ICD-10 book. Please advise. Thanks.

When a client is on opioids, sedatives, hypnotics, what does dependence refer to. Is it the fact that they take (opioids for instance) every day for chronic pain.
